Briefing reporters Monday morning, Police Chief Harry W. Rilling said investigators are probably a week or more  away from determining whether a teenage driver should be charged after she from his injuries.

Regardless of the investigation's outcome, "It's a tragedy all around," Rilling said.

Rilling said physical evidence collected at the site of the accident must be examined and statements from witnesses obtained. Investigators will also consult with the state's attorney before considering bringing charges, he said.

Police were dispatched to the area of New Canaan Ave. and Forbell Dr. at 9:32 Saturday morning on a report of a pedestrian struck. They found a man who had been jogging down on the street, breathing but unconscious.

The man, 43-year-old Kenneth Dorsey of Norwalk, later died at Norwalk Hospital.

Rilling said a 16-year-old New Canaan female driver of a Toyota SUV struck Dorsey. She was at the scene when police arrived.

Asked about the circumstances of the accident, Rilling said Dorsey was either standing on the side of the road or jogging. He  said New Canaan Ave., which is state Route 123, is a very busy road where motorist tend to drive faster than they should.

"That road, in my opinion, is not meant for jogging," Rilling said. "It's not a safe road to be a pedestrian on; there are no sidewalks."

Rilling said an officer trained in accident recreation was called to the scene along with the forensics truck used by detectives to collect evidence. Although it's a state road, he said state police are not involved in the investigation.

Shooter At Baby Shower Not Identified

The gunman who shot a man Saturday night at a baby shower remains unidentified, Rilling said, and detectives need more information from witnesses.

Police were dispatched to the  Frank C. Godfrey American Legion Post 12 on County St. at 7:56 p.m. on a report of shots fired. They encountered a victim who was shot in the arm and perhaps, according to Rilling, in the abdomen.

Rilling said it did not appear to be a random shooting and the man hit is not believed to have been the intended victim.

Rilling said the shooting occurred in the post's rear parking lot following the conclusion of the shower. He said police were told there was argument, but it was not known if it precipitated the incident.

Rilling said probably 30 to 40 mostly Norwalk residents attended the event and detectives need more of them to come forward with information to help identify the gunman.

Several shots were fired, so, "In spite of what happened, we avoided a real catastrophe," Rilling said.

Rilling said the gunman ran away into a wooded area and could not be located.

After being taken to Norwalk Hospital, the victim, a Norwalk resident, was transported to another hospital because of vascular injuries. He declined to name that hospital to protect the victim, but said he is expected to be released within a week.
