UPDATE: Back to Normal near Exit 16 on I-95

Update 3:25 p.m.:

The mess seems to be cleared up where a truck seems to have spilled something on the southbound lanes of Interstate 95 by Exit 16 in Norwalk, and traffic appears to be back to normal.

Update 11:44 a.m.:

Emergency personnel are at the site with a tractor-trailer truck sprawled across two lanes and traffic edging past the scene in the left-hand lane in Interstate 95 as of 11:30 a.m., according to a traffic cam.

The accident slowing traffic in the southbound lanes of I-95 just before Exit 16 began sometime before 11:15 a.m.

A picture from the traffic cam is attached to this article. Views from the traffic cam can be seen on the state Department of Transportation website, for more up-to-the-second views.

Traffic is backed up just before exit 16 southbound, with the exit closed to traffic at 11:15am in Norwalk. There appears to be a spill across at least one lane. Traffic is backed up in the southbound side of I-95.
