Hypothetical Response Times

Doesn't Mapquest indicate that it is approximately 4 miles from the center of Noroton Heights at Zero Ledge Road to Stamford Hospital and approximately five miles to Norwalk Hospital? If one traveled from Stamford Hospital to the center of Noroton Heights at 60 mph, a mile per minute, wouldn't it take four minutes? If one traveled at 30 mph, wouldn't it take 8 minutes? For paramedics to drive from Stamford Hospital to the center of Noroton Heights in six minutes, wouldn't the sustained speed have to be 40mph? Wouldn't the sustained speed have to include time preparing for the drive, getting addresses, slowing for intersections etc? Therefore, is such a sustained average speed realistic especially on local roads? Didn't the EMSRC find that the average paramedic response time to Western Darien, near Stamford, was approximately 8 minutes? If this average is heavily weighted towards responses from Glenbrook, how can the response time from Stamford Hospital, which is farther from Western Darien than Glenbrook, be 6 minutes which is 25% less than 8 minutes?
