Police gave this account of the incident:

Collin Cowdery, 23, of Duffy's Street, Stamford, was stopped near Camp Avenue as he drove south on Hoyt Street, after a computer check showed the registration had expired on the 2003 Honda Accord he was driving.

When the car was stopped, a police officer noticed the strong odor of marijuana coming from the car and searched it, finding three grams of marijuana and some paraphernalia used for preparing it, including a grinder, a vaporizer and a bong.
