The Vehicle that Just Snapped a Photo of Your House Works for the Town

Darien Town Assessor Anthony Homicki released the following statement to inform town residents that a company is taking pictures of their homes from the street through April (they started in March) as part of the town's property revaluation.

The Darien Revaluation 2013 Project, a state-mandated property valuation effort, will be finalizing the image collection phase of the project through March and into April.  Revaluation is a periodic analysis of properties to determine the fair market value and, as part of the effort; the town will update property records with current images for each parcel in Darien.

To efficiently collect images for all 7,000 parcels, the project has engaged the services of Facet Technology, a company that uses mobile GIS and GPS mapping technology to gather street-level imagery by driving the approximately 81+ miles of roadway in town.  Photographs will then be matched with data that is being collected by Tyler Technologies staff and will become part of the City’s assessment database.  Tyler Technologies CLT Division is the country’s leading provider of mass appraisal services and is the primary contractor for the Town of Darien’s revaluation Project.

Data collection for the revaluation project is ongoing and, unlike image collection, involves revaluation and the Assessors staff going door to door for all properties on the market and those that have sold over the past year as well as having taken out building permits to improve or repair their properties.

These field inspectors collect information about the property age, type of basement, number of rooms, baths, and type of heat, interior finish components, and anything that is unique to the building. Property owners do not have to allow data collectors inside, but the overall accuracy of the information is enhanced when a property can be inspected inside and out. 

Data collectors will not ask to enter a house if a responsible adult is not present.  Owners will be mailed a written property report, called a data mailer, after the information is gathered and entered into the computerized database.  This will also take place during the month of April.

All data collectors, including image collectors, will carry a photo identification badge.  In addition to a color photo, the ID badge includes a physical description of the employee and their signature.  Each data collector has submitted personal and vehicle information that is listed with local law enforcement, and town Assessor Anthony Homicki. 

In addition to the data collection process the Office of the Assessor has updated the Assessors section on the Town website.  This information can be reviewed on line: Darienct.gov - Town Services - Assessor - and then click - property record card on line.
