In an interview on NBC's "Meet the Press" television program Sunday, Rudy Giuliani former mayor of New York, was asked about why he characterized Vice President Joe Biden as "dumb."
In the video and as reported on the "Meet the Press" blog, "Press Pass," Giuliani said Biden has made an unusual number of mistakes recently. (See the video clip attached to this article or on YouTube).

Former New York City Mayor Rudy Giuliani continued hammering Vice President Joe Biden at an appearance at Salem's Wednesday, calling the vice president "dumb."
Giuliani referenced comments made by Biden in Virginia Tuesday, in which he told a crowd Mitt Romney wanted to "put them back in chains" by deregulating Wall Street. Giuliani subsequently appeared on CNBC and criticized Biden for the comments.
Giuliani continued this today and began after his phone rang while he was giving a keynote speech at a fundraiser for N.H. gubernatorial candidate Kevin Smith. Giuliani joked it must have been Biden calling.
"It's probably because it's a wrong number, because he does not know how to dial the right number," the former mayor said to laughter in the room.
Giuliani explained his response to the comments on CNBC, in which he was asked why he thought Biden would say something like that. (Giuliani was interviewed by Larry Kudlow of Redding on "The Kudlow Report" program.)
"I gave the only response I ever give, which is an absolutely honest one," Giuliani said. "Here's why Joe Biden did it. Because Joe Biden is dumb."
Giuliani went on to say everyone Biden served with in the Senate and everyone in the Washington press corps also knows Biden is "dumb."
"I'd love to have an IQ test between (former Vice President) Dan Quayle and Joe Biden," Giuliani said. "I guarantee you Dan Quayle might double (Biden)."
