When to Start Counting

In order to evaluate the complete effectiveness of Darien's paramedic response system, we should start with the time the 911 call is answered by the Darien PD. However, the CMED data starts with the time CMED gets the 911 call relayed from the Darien PD so we are missing some elapsed time. We should include the time to dispatch and the time from paramedic dispatch to arrival on scene in order to calculate the total time it takes for patients to receive aid from paramedics. This is especially true because Darien does not have its own paramedics and we are losing time in dispatch.
